This number could be the carrier's pro-bill number or the broker's entry number, but must be a unique number agreed upon by both parties.

When a carrier reports a shipment record, a unique "Shipment Control Number" (SCN) is required to be reported along with other shipment details. It is imperative that when an entry is filed by a broker or a self-filing importer they report the exact same SCN or numbers in their entry declaration. One entry can be filed against multiple shipments; however, each SCN must be reported on the entry.

A: No, the E-Manifest is made up of two sections the "Trip Section" and the "Shipment Section".  You can have one trip section and attached many shipment sections to the trip so only one manifest would be necessary.
