20, 2007 Effective April 1st, 2007 Canada Border Service Agency (CBSA) will implement MANDATORY line release at the Ambassador Bridge Windsor Ontario crossing. Trucks arriving with goods not otherwise "Pre-Cleared" using one of the approved line release options will be returned to USA. If a driver arrives at primary without one of the approved line release options: CSA, PARS, FIRST, A49, Post-Audit, In-bond he will not be allowed entry to Canada (sent back to USA as continuous custody return). Should he produce this document with one of the exemption boxes checked off the line officer will make a decision to allow him to proceed to offsite or send him to travelers secondary (under the canopy). A commercial "Triage" will be staffed there to determine if the truck will be allowed to proceed or kicked back to USA. Customs will monitor the use of this form to determine if the exemption was valid and not simply used to circumvent the policy. Carriers found abusing the system will be subject to any penalty/sanction allowed under the law. Should you know in advance of a carrier/vendor arriving at Windsor Ambassador Bridge with goods considered exempt please forward this form to them to submit at primary with A8A manifest. This new policy is still a work in progress so there may be new criteria developed before April 1st and we understand that a Customs Notice should be issued next week formalizing the policy. CBSA has committed to processing all PARS submissions provided that they have the data a minimum of 30 minutes prior to truck's arrival. We would encourage your carriers and vendors to provide the PARS notification to Dell Will with as much advance notice as possible to avoid the possibility of refused entry.
