In January 2007 CBP will be implementing the National Agriculture Release Program (NARP). NARP is a nationwide expedited agriculture cargo release program.

Historically, NARP began prior to the creation of U. S. Customs and Border Protection (CBP) as the Border Cargo Release Program (BCR) on the southwestern border. The purpose of BCR was to inspect high volume/low risk agriculture cargo from Mexico at a reduced rate.

NARP expands the BCR nationally to include specific agriculture commodities from specific countries. Inspection of low risk/high volume commodities will be based on risk, biological and statistical principles and systematic sampling to accurately measure pest risk.

Commercial shipments of fresh, frozen, processed and semi-processed fruits and vegetables from specific countries may be eligible for this new nationwide program. Commercial shipments must contain a single eligible commodity or mixed commercial of commodities on the approved list for NARP. These commodities may be inspected at reduced rates. Provisions for animal products are not included in the program.

NARP will allow CBP adjust to rapidly changing risk profiles without compromising U.S. agriculture and will expedite trade while protecting American agriculture.
