D-02-02:  Plant Protection Imports Requirements for Rooted, or Unrooted Plants, Plant Parts, and Tissue Cultured Plants for Propagation

This directive contains the general import requirements for plants and plant parts for planting from all countries to prevent the entry and spread of quarantine pests into Canada. 

Additional requirements specific  to certain genera and species may apply. Please refer to pest specific or genera specific policies whenever detailed information is required. The CFIA is moving to prior approval for all off-continent
material in the  future. Please contact your local office of the CFIA for further information.

This directive is for plant propagative material and was developed to consolidate, clarify and summarize the general plant health import requirements. Previously, these requirements have been found in a number of directives and other out-of-date documents and it was difficult for importers, CFIA staff and other stakeholders to get a general overview. In addition, this directive clarifies a number of requirements previously undocumented and adds a number of new requirements as well.

Note: General conditions for plants apply to all aquatic plants in addition to terrestrial plants.
